Three Critical and Time Sensitive Requests Regarding AB 40 (APOT)

Dear Members,

Below are three critical and time sensitive requests regarding AB 40 (APOT) from the CFCA and FDAC Joint Legislative Task Force.

AB 40 (APOT) – Hearing Save the Date and Time Sensitive Data Request

Cal Chiefs is requesting assistance in gathering information prior to the hearing, and for a strong fire service turnout for the hearing.

AB 40 Hearing in Assembly Health Committee April 18, 2023.

  • Location: 1021 O Street, Room 1100, Sacramento, CA 95814
  • Time: 1:30pm
  • Testimony: Witnesses will be able to share their name, affiliation and support of the bill
  • Uniform: Class A

Please send the following two sets of data to Cal Chiefs staff member, Dani Dejeu at calchiefs@calchiefs.org no later than April 10 COB – this is critical.

Deaths Due to Wall Times 
These can include EMTALA violations or not but are incidents where our personnel are on the wall with a patient, and the patient dies before transfer of care. Specifically, with each incident, we are looking for the following details

Date & Time of Incident
How long crew and patient were waiting before patient expired
Gender and approximate age of patient.
Nature of call for service (COPD, Cardiac, etc)
Cause of Death if known
Type of unit / crew / level of training (Private or Fire Ambulance / 2 FD, or Private / BLS, ALS)
How many other units may also have been waiting for care (speaks to scale and scope of problem) if known.
Which facility & type if known

Fiscal Impacts from Wall Times 
Date and Time of hold
Facility
Nature of the patient’s injury / illness
How long was the crew held at the hospital (time)
What was the fiscal cost of that time (personnel, unit, etc).

Submit a letter of support for AB 40.
