Notice from the Department of Health Care Services (DHCS) Regarding PP-GEMT

Pursuant to Assembly Bill (AB) 1705 (Chapter 544, Statues of 2019), the DHCS Public Provider Ground Emergency Medical Transport (PP-GEMT) Program was implemented effective January 1, 2023, to provide increased reimbursements, by application of an add-on increase, for non-contracted emergency medical transports provided by eligible public GEMT providers. In accordance with W&I Code 14105.945(d)(3), the Department may periodically adjust the initial statewide add-on increase to account for inflation, trend, or other material changes. 

The PP-GEMT team wanted to alert public GEMT providers that DHCS has proposed to increase the CY 2024 PP-GEMT add-on effective January 1, 2024. While the proposed CY 2024 add-on has not yet been finalized, you may visit the DHCS Public Notices for 2024 Proposed State Plan Amendments page for additional details regarding the overall proposal. Upon Centers for Medicare and Medicaid Services (CMS) submission, the State Plan Amendment will be posted on the DHCS Pending State Plan Amendments page. MCPs and DHCS will continue to reimburse public GEMT providers for eligible trips using the approved CY 2023 add-on amount of $946.92 until the new CY 2024 PP-GEMT add-on is finalized by DHCS and approved by CMS.
